No. Encryption, audit logging and retention, access control, MFA, backups, breach process and BAA terms are the same on every paid plan. Plans differ in capacity, isolation, staging and support.

Free projects fall asleep after 15 minutes without use, and waking one back up takes about a minute. Nothing is lost. Apps published on a paid plan stay on all the time and never fall asleep.

No. A HIPAA app is built on the same building blocks on the free plan as on a paid one, so publishing sends the same version through the release checks to HIPAA hosting.
